Work-plan reference binding

Resolve work_plan through recipient configuration only when the learning decision depends on the recipient's actual work priorities or constraints. The recipient's existing work-plan owner retains its authoritative body and updates. This reference contains no personal work plan and must not become a competing copy or execution log.

Read the relevant bounded portion and distinguish attributable priorities, observed project constraints and teacher proposals. A career or project choice is not settled by a course mapping or a hypothetical employment-market claim. Teaching, research context, local attention and actual execution retain their own owners; a work-plan link does not grant implementation or publication authority. Missing access limits that comparison, not ordinary explanation.

If an authorized change belongs to the work plan, apply it at its actual owner with read-before-write, preservation of unrelated content and readback. Otherwise retain a clearly unsaved proposal and the evidence needed for the owner to consider it. Neither Teacher creates a cross-conversation messaging protocol.
